Head of al-hisba department during the Muslim
reign. His main responsibilities were (a) enforcing the proper
behavior (maruf) and preventing the improper (munkar), (b)
supervision of markets, (c) helping the state in keeping the
flows of supply and demand unobstructed. He had wide executive
and juridical powers. The muhtasib was often a scholar of the
shariah.
